Zhou Xiansong, the representative of the Ministry of Transportation in East India, was former deputy director of the Haiphong Branch of the Southwest Transportation Department, and brother of Zhou Xianyan. He was based in Dibrugarh. Deputy Representative Wang Shenming was based in Kolkata. There were more than a dozen people, and the task was to manage the materials of various government agencies overseas to the Port of Kolkata, most of which were the accounting records of materials under the US Leasing Act.

The account book, the list of incineration materials and all the accounts were turned over to the head office, our responsibility had been fully fulfilled so far.
Our retreat route, the Yunnan-Burma Highway, was cut off. We talked with a staff member, named Li Huaiyu of the Tengchong Transport Division who was in charge of temporary installation workers from Yunnan. He knew that there was indeed an ancient post road accessible. He was about 50 years old. From his hometown Manyun Town, he had walked to Bhamo to find a job.
In the summer of 1941, in order to increase the water transport capacity from Yangon to Bhamo via the Irrawaddy, the Yangon branch petitioned to strengthen Bhamo’s transport capacity. This plan was managed by C.P. in charge, built warehouses, increased vehicles, and planned to expand the establishment of Bhamo Transportation Office. Zhao Tingzhen, who was in the Singapore branch, would be appointed as the director of Bhamo Office. Zhao Tingzhen came to Yangon alone, because I was working under him in the two branches of Hong Kong and Singapore, so he directed me to Bhamo.
