Zhou Xiansong, the representative of the Ministry of Transportation in East India, was former deputy director of the Haiphong Branch of the Southwest Transportation Department, and brother of Zhou Xianyan. He was based in Dibrugarh. Deputy Representative Wang Shenming was based in Kolkata.
